Deaf people make sounds. How closely those sounds approximate a spoken language depend on the age and extent of hearing loss, how much training the person has had, etc. Gallaudet University, the nation’s only liberal arts college for the deaf and hearing-impaired, is a surprisingly noisy place. Deaf people can also ‘scream’ in sign language.
